Energy Assistance Program

The Energy Assistance Program helps low-income households with their cooling electricity costs. Assistance is provided on a first-come, first-served basis.

OHDC receives Low-Income Home Energy Assistance Program (LIHEAP) and Oregon Energy Assistance Program (OEAP) funding for the 2026 Summer (Cooling) Season.

LIHEAP is a federally funded program through the U.S. Department of Health and Human Services (HHS) and is not an entitlement program. It is designed to help low-income households with their home cooling (Electricity) expenses.

OEAP is funded by and for customers of Pacific Power and Portland General Electric. It is administered by Oregon Housing and Community Services (OHCS) and is not an entitlement program. The purpose of this fund is to help reduce service disconnections for those customers.

The program is scheduled to open on November 1, 2025, unless LIHEAP funding is delayed. If funding is received later, OHDC will begin administering the program once funds become available.

To schedule an appointment:

Contact your local OHDC office directly
Call our central office at 503-245-2600 to be added to the waiting list for the closest office to contact you.
- If you reach the answering machine, please leave a message. Leave your name, phone number, and a brief message.

Application Hours:

Monday–Thursday, 8:00 AM – 12:00 PM

Applications are by appointment only (by phone or in person). Walk-ins and unscheduled calls are welcome, but please note that wait times may vary, and availability is not guaranteed. We highly recommend scheduling an appointment in advance.

Documents Required

Please have the following documents ready when applying:

Completed Energy Assistance Application
Identification for all adults (18 years and older)
Social Security cards for all household members
Current proof of income
- If you have agricultural or irregular income, you may provide a Declaration of Household Income or documentation showing zero income.
- Social Security recipients must bring their benefit letter.
  - To obtain a copy, visit ssa.gov to create an online account, visit your local Social Security office, or call 1-800-772-1213. The SSA recommends using online access whenever possible, as some in-person services are being phased out.
Your most recent energy bill in the applicant’s name
Other supporting documents may be required as needed.

NOTE: This program uses the same LIHEAP funding as other Community Action Agencies. If you have already received a regular LIHEAP payment from another agency this year, you cannot receive another regular payment through OHDC. However, if you qualify for a crisis payment under the LIHEAP eligibility guidelines, we can assist you. We encourage you to check with the agency that helped you initially, as we can verify prior assistance through the LIHEAP database.
