GENERAL
DESCRIPTION OF POSITION:
The Program Coordinator/Trainer will
have the primary responsibility for implementing the area's employment
and training program for migrant and seasonal farmworkers.
The overall responsibilities include supervising program staff and
program activities for all eligible farmworkers in the service area,
conducting/coordinating the Job Readiness/Skills Upgrading course,
providing case management, participating in building the area's
One-Stop System and reporting on all aforementioned activities.
SPECIFIC
RESPONSIBILITIES:
- Responsible for meeting the goals and objectives of the area’s farmworker employment and training program in accordance with the performance standards agreed upon by the U.S. Department of Labor and Oregon Human Development Corporation and within the allocated budget.
- Supervise the regional staff associated with the employment and training program. Assist in the hiring process; complete regular staff performance evaluations; make recommendations for raises, promotions, and terminations; provide discipline and rewards as appropriate.
- Responsible for the Job Readiness/Skills Upgrading course to include some or all of the following: teach classes; coordinate with the area community college; maintain records of attendance, student competencies, and progress; and participate in ongoing curriculum development.
- Develop and maintain contact with workforce investment partners, social service agencies, community based organizations, community colleges and other vested partners to advocate on behalf of the employment and training needs of farmworkers and assure OHDC’s involvement in the area’s One-Stop system. Maintain membership on and attend local or regional Workforce Investment Board meetings.
- Conduct outreach in the community to recruit for the program by distributing outreach materials, directly contacting targeted community members, networking with appropriate community organizations, and utilizing the broadcast and print media.
- Develop joint Individual Employment Plans for each participant on caseload outlining training and employment/career goals. Provide case plan coordination to include identification of employment barriers, identification of type and duration of training, ongoing vocational/educational assessment and career planning, referrals and support services, periodic evaluation of planned goals and case records to document participants’ accomplishments.
- Develop classroom training and work experience opportunities for participants. Work closely with participants and training institutions to periodically monitor progress; complete participant contracts, attendance records, progress reports, case notes and other necessary paperwork.
- Review and approve all MIS and fiscal documents prepared by local staff prior to submission to the Central office. Responsible for complete, accurate and timely submission of all required program, MIS and fiscal documentation for the program.
- Use appropriate technology tools to accomplish job functions; understands and utilizes available technology as customer service, communication and data gathering tools.
- Coordinate with local, regional and Central OHDC staff to enhance effective program service delivery. Attend at staff meetings and staff training activities.
- Other related duties and responsibilities as assigned.

QUALIFICATIONS
AND EXPERIENCE:
Minimum of high school graduate
or equivalent required; 2- or 4-year degree preferred. Demonstrated
knowledge of employment and training programs to include interviewing
techniques, vocational and employment related assessments and counseling.
Experience in life skills, job readiness and similar subject instruction
preferred. Must have at least two years paid experience performing
supervisory functions and other related experience. Demonstrated
bilingual speaking and writing ability and knowledge of bicultural
factors related to Latino population. Should possess knowledge
of the farmworker population and labor market in the target area.
Demonstrated ability of work as a member of a team and to work effectively
with other community agencies in the best interest of the participant
and the agency. Ability to work flexible hours, including
evenings and/or weekends to accommodate participant schedules.
Ability to use computer systems and the Internet. Must have
valid driver license and reliable, insured transportation.
Must have an acceptable driving record as demonstrated by a recent
printout form the Department of Motor Vehicles.
