EMPLOYMENT SPECIALIST


SALARY: $12.61 to $14.80 per hour plus benefits (DOE)

LOCATION: Hermiston, Oregon

GENERAL DESCRIPTION OF POSITION:
The Employment Specialist will share the responsibility of implementing the area’s employment and training program for the migrant and seasonal farmworker and/or limited-English speaking population. Responsibilities include developing employment and training opportunities, providing case management, conducting outreach and eligibility tasks; developing and maintaining partnerships with community agencies and employers; and keeping appropriate records associated with the aforementioned duties. The Employment Specialist will be supervised by the Workforce Program Coordinator.
SPECIFIC RESPONSIBILITIES:
1. Share responsibility for meeting the goals and objectives of the area’s employment and training program in accordance with the performance standards agreed upon by the U.S. Department of Labor, Oregon Human Development Corporation and other funders and within the allocated budget.
2. Develop and maintain contact with workforce investment partners, employers, employer organizations and social service agencies to secure information on possible job opportunities, to develop a customer referral network, to explore customized training opportunities and to assure OHDC’s involvement in the areas One-Stop system. May become a member and/or attend local or regional Workforce Investment Board meetings.
3. Be able to perform outreach, perform suitability and eligibility screening, provide a core set of services, conduct orientations, and evaluate customers’ vocational/educational potential through objective assessments that measure competencies, needs, aptitudes and interests. Level of responsibility for these activities will be locally determined.
4. Develop joint Individual Employment Plans for each participant on caseload outlining training and employment/career goals. Provide case plan coordination to include identification of employment barriers, identification of type and duration of training, ongoing vocational/educational assessment and career planning, referrals and support services, periodic evaluation of planned goals and case records to document participants’ accomplishments.
5. Secure employment and/or training opportunities for participants. Work closely with employers and participants to ensure a successful match; periodically visit site to monitor progress; complete contracts, invoices, progress reports, case notes, terminations, follow-ups and other necessary paperwork. Provide post-placement services for participants to ensure retention and career advancement.
6. Complete participant records to include eligibility documents, assessment forms, information and referral logs, volunteer and donation logs, surveys and other records as assigned.
7. Coordinate with local, regional and Central OHDC staff to enhance effective program service delivery. Attend staff meetings and staff training activities.

QUALIFICATIONS: Minimum of high school graduate or equivalent required; 2- or 4-year degree preferred. Demonstrated knowledge of employment and training programs to include interviewing techniques, vocational and employment related assessments and counseling and use of labor market information to connect participants to jobs. Must have two years related experience. Demonstrated bilingual speaking ability and a knowledge of bicultural factors related to Latino population. Should possess knowledge of the farmworker and/or limited-English speaking population and labor market in the target area. Demonstrated ability of work as a member of a team and to work effectively with other community agencies in the best interest of the participant and the agency. Ability to work flexible hours, including evenings and/or weekends to accommodate participant schedules. Ability of use computer systems and the Internet. Must have valid driver’s license and reliable, insured transportation. Must have an acceptable driving record as demonstrated by a recent printout form the Department of Motor Vehicles.
