Emergency Services

Service Area: Malheur and Klamath Counties.

Services Provided: The Farmworker CSBG Emergency Service assists Farmworkers with an emergency, necessity or important cost that a client cannot currently cover on his/her own. The Emergency Services category is comprised of these four activities:

1) Cash Assistance
2) Homeless aid
3) Information & Referral
4) Donated Goods & Services

Eligibility: Low income farmworkers that have exhausted all other benefits or community resources. Contact staff for details.

Literacy Services

Service Area/Office: Marion County.

Services Provided: Beginner Native Language Literacy and Beginner English as a Second Language.

Eligibility: Low income Farmworkers with very low level Spanish literacy and/or no English literacy. Contact staff for details.

Homeless and Rental Assistance Programs (HARA)


Service Area: Malheur and Klamath Counties.

Services Provided: Homeless prevention services including first month's rent; temporary emergency lodging; and other homeless prevention services.

Eligibility: Agricultural worker, low or very low household income, Homeless, at risk of becoming homeless, not having caused own homelessness and exhausted other community resources. Contact staff for details.

Emergency Housing Program (KLCAS-EHA)

Service Area: Klamath County.

Services Provided: Homeless prevention services including first month's rent; temporary emergency lodging; and other homeless prevention services.

Eligibility: Low or very low household income, Homeless, at risk of becoming homeless, not having caused own homelessness and exhausted other community resources. Contact staff for details.

Tenant Based Rental Assistance Program (HOME TBA)

Service Area: Malheur County.

Services Provided: Rental Assistance and utility assistance.

Eligibility: Low income households. OHDC utilizes the Section 8 Housing list in Malheur County to recruit and enroll clients. Preference is given to clients referred from Oregon Housing Opportunities Program (OHOP), otherwise individuals are enrolled on a first come, first serve basis once determined eligible. Clients are no longer eligible if enrolled in Section 8 housing program. Contact staff for details.

Low Income Rental Housing Fund (LIRHF)

Service Area: Malheur County.

Services Provided: Rental Assistance and utility assistance.

Eligibility: This program is a source of match funds for HOME TBA, and generally utilizes the same eligibility criteria. Contact staff for details.

Rural Oregon Continuum of Care Supportive Housing Program (SHP)

Service Area: Malheur County.

Services Provided: Homeless prevention services, including leasing and supportive services.

Eligibility: Homeless individuals on a first come, first serve basis. Contact staff for details.

Federal Emergency Management Agency (FEMA)


Service Area: Malheur County.

Services Provided: 1 month’s rent, shelter and utility assistance to low income farmworkers and other low income individuals.

Eligibility: Past due rental and utility assistance, and homeless shelter assistance. Contact staff for details.

Housing Stabilization Program (HSP)

Service Area: Malheur County.

Services Provided: Homeless prevention services including first month's rent; temporary emergency lodging; and other homeless prevention services.

Eligibility: Low or very low household income, Homeless, at risk of becoming homeless, not having caused own homelessness, exhausted other community resources. Contact staff for details.
